How confused Buhari is playing Nigerians like rats

Editor’s note : Mixed reactions have trailed the removal of subsidy on petrol which was announced by the federal government recently. The decision of the present administration to remove subsidy has been viewed in some quarters as a betrayal by the All Progressives Congress (APC) which promised not to toll that line. In this regard, senior editor, Kess Ewubare of Naij.com explains how the sudden removal of subsidy on petrol has portrayed President Muhammadu Buhari as a serial promise breaker. Many Nigerian were shell-shocked when the minister of state for petroleum resources, Dr. Ibe Kachikwu announced the removal of subsidy on petrol. The unexpected announcement The federal government’s announcement of an increase in the pump price of premium motor spirit (PMS), otherwise called petrol from N86 per litre to N145 per litre on Wednesday, May 11 came as a shock to many Nigerians who never saw this change coming. The announcement of the new pump price was disclosed by the minister of state for petroleum resources, Dr. Ibe Kachikwu, at the Presidential Villa, Abuja. Kachikwu said the decision was reached at a stakeholders’ meeting presided over by Vice-President Yemi Osinbajo and attended by the leadership of the Senate, House of Representatives, the Nigeria governors’ forum and labour unions, including the Nigeria Labour Congress, Trade Union Congress, Nigeria Union of Petroleum and Natural Gas Workers, and Petroleum and Natural Gas Senior Staff Association of Nigeria. According to him, the new pump price will ensure increased supply and stabilise the quantity of petrol in the country. He said: “We expect that this new policy will lead to improved supply and competition and eventually drive down pump prices, as we have experienced with diesel. “In addition, this will also lead to increased product availability and encourage investments in refineries and other parts of the downstream sector. It will also prevent diversion of petroleum products and set a stable environment for the downstream sector in Nigeria, ” Kachikwu said as reported in the Nation newspaper of May 12, 2016. No doubt, the issue of subsidy has remained a focal point of discus in Nigeria owing to the huge subsidy payment which costs the federal Government colossal sums to the tune of about N1trillion annually. Many Nigerians agree that the payment on subsidy has been shrouded in fraud following allegations that some independent marketers hide under the guise of the policy to stake claim to monies they didn’t work for. However, the way the Buhari administration unilaterally carried out the hike in the price of petrol appears to be insensitive to the plight of Nigerians whose purchasing power to get petrol has been hindered by economic challenges. Buhari the serial promise breaker It is surprising that President Muhammadu Buhari who has earned the reputation for backtracking on his campaign promises, just like a DJ switching songs from reggae to blues, has hiked the price of petrol in a coup like fashion after promising not to do so during his campaign. Few months ago, Buhari also reiterated his resolve not hike the price of petrol on the grounds that doing so trigger rising prices on transportation, food and rents. But having earned the reputation as a serial promise breaker, Buhari hiked the price in defiance to his promise not to do so. Following suit in this reggae to blues rhythm change,the minister of state for petroleum resources, Dr. Ibe Kachikwu who has consistently promised and failed to make petrol available to Nigerians said the new price for petrol “will also lead to increased product availability and encourage investments in refineries and other parts of the downstream sector”. The above claim by the minster that the hike in pump price will encourage investments in refineries in the country is a paradox to his statement in March that importing petrol is cheaper than producing the product in the country’s refineries. Rather than removing subsidy entirely, the present administration could also have sanitised the subsidy regime and continue with the process knowing that this is the only way majority of Nigerians get to benefit from their government which has consistently failed to provide basic infrastructure such as good roads, electricity, water, the list is endless. During the Jonathan administration, the APC led protests against the removal of fuel subsidy Even if the administration was bent on removing subsidy, it should have put in place a process which would have allowed subsidy to be effaced gradually. The whole subsidy wahala resulted from the mismanagement from successive government which made Nigeria dependent on importation of petroleum products despite being the world’s sixth largest oil producer. Added to this, successive administrations also failed to check the serious transparency issues which shrouded the subsidy payments for several decades. In other words, corruption was the problem and not subsidy because governments in other parts of the country offer subsidies on essential services to their citizens. But in Nigeria, subsidy became an avenue for cronies of politicians to siphon the nation’s resources. More reggae to blues policies to follow soon Whether they call it deregulation of the downstream sector, or removing subsidy on petrol, what, President Muhammadu Buhari and, Ibe Kachikwu should realise is that the common Nigerian who struggles to pay transportation and fuel his generator to avoid dying of heat rash sees this hike in fuel price as a punishment they don’t deserve. While the APC administration continues to fantastically bring about the illusive change they promised by backtracking on their uncountable promises, I guess Nigerians will have to brace up for more reggae to blues policies by the administration. He after people took over the land meant for cattle routes and grazing areas, pockets of clashes between farmers and herders erupted in parts of the country. The source stated that the armed men raided the village in their numbers from neighbouring Tarka local government at about 11pm, shooting periodically and setting ablaze houses and huts in the community. Shekarau denies receiving PDP campaign fund

Ibrahim Shekarau says he does not think his corruption investigation is politically motivated – He denies receiving campaign fund from the EFCC – He says he is ready to prove his innocence to the anti-graft commission A former presidential candidate, Ibrahim Shekarau who is being investigated by the Economic and Financial Commsion (EFCC) on corruption related issues has said he will not mind spending 10 years in the commission’s custody to prove his innocence. Wali said he received N950 million campaign fund and that he gave Shekarau his share although the latter denied receiving money although he confessed the money was shared in his house. Shekarau said Wali was the main person that should be fingered in the campaign fund saga “Wali approached me on the day he collected the money and said because of security he wanted to share the N950m in my residence and I obliged. “He brought the money to my house around 2am. I was at my room upstairs when they came in and I remained there up till the time they finished the sharing. Sheikh Gumi faults the method President Buhari is employing in his famous fight against corruption – The popular cleric advises Buhari to work with every region of the country in order to bring unity – He says rich people are now afraid to spend money due to intimidation and that leaves the poor people poorer Sheikh Ahmad Gumi has criticised President Muhammadu Buhari for the way he is ripping Nigeria apart and the method he is employing in fighting corruption. In an interview with Sahara Reporters, Gumi accused President Buhari of not making the unity of Nigeria a priority and that this has given birth to agitation by different regions. He said: “The government should have formed a Government of National Unity right from the beginning. For example, tell the South-East to bring whoever they trust to represent them in the government. The South-West brought Prof. Yemi Osinbajo as running mate; he was not the choice of Buhari. This is what I mean by Government of National Unity because if the militants believe that they are represented well in the government, they will allow the oil to flow. “If the crude oil flows, our refineries will work. The President needs to listen; he can’t afford to be adamant anymore. He should listen to knowledgeable individuals and not sycophants who supported him. Nigeria is for everybody. It is not for any single political party or the President.” On President Buhari’s order that Niger Delta militant bombing pipelines be crushed, Gumi said it was not the best way to deal with the situation. “How can they deal with the militants in the first place, when they are holding the nation’s umbilical cord? You are fighting Boko Haram in the North, and you want to fight the militants in the creeks. You don’t fight on two fronts at the same time. That was one of the reasons why Adolf Hitler failed in the Second World War. The government should sit down with them and ask them the reasons for their agitation. “Don’t forget; they were embittered that their man Goodluck Jonathan was defeated. Their argument now is, ‘if you hate our man, then leave our oil.’ No section of the country has the solution of Nigeria’s problem. “So, everybody should be brought on board. Even if the South-South brings Government Tompolo as their man, we should accept him, so long as they trust him; so that we will have stability. “A military solution is not the best option in this circumstance. Former President Umaru Yar’adua could swallow his pride as president and negotiate with the militants. Jonathan also did it. But a military man cannot do it because it will hurt his ego. But if he doesn’t do it, he will kill the nation.” Sheikh Gumi said Buhari was treading a precarious path as president because there is a tussle between the rich and the poor and his fight against corruption needed a new dimension. He insisted diplomacy is the right way to handle corruption so rich people would pump money into the country. “Buhari’s coming into politics has accentuated the class struggle in Nigeria. The antagonism between the rich and poor can sometimes be more dangerous that religious differences. I saw this class struggle coming because the masses will always rush to Buhari because they believe that he will bring justice and food on the table for them. They want him to emasculate the rich for them; he either does it, or they will categorise him as a failure. In addition to our tribal problems, our religious differences, and the North/South divide, there is now a class problem because the talakawa just want to see the rich imprisoned. And if they are tasking the president to do that, and if he does not do it he is a failure, then he will definitely fail because he cannot do it. “So, the kind of leader that we needed at that time was one who will pacify the rich and still have the confidence of the poor. By so doing, the rich will help in building the economy by setting up companies that will generate employment. “That is why the Prophet (SAW) said that you can get with leniency what you can never get by force. He said that when leniency enters anything, it decorates it. And strictness, violence blemishes and destroys the beauty of whatever they enter. “So, what you get with diplomacy, you cannot get with violence. If you want to deal with corruption in Nigeria, you have to deal with it in a diplomatic way. No one should be afraid of returning the money that they have looted. But when the poor is always rating your administration by the number of people you have caught, then you are in trouble because you cannot catch the big ones. “Because if you do so, you will destroy your government and if you don’t catch them, the poor will say that you have changed. The president is even fighting the war on corruption the wrong way. When you fight corruption, it will naturally fight back. Corruption has become an international institution. You will hear foreign leaders condemning corruption, but they are engaging in it because their countries benefit from it. It will put them on pause, and this is not healthy for a developing economy like our own. “You need the rich to infuse money into the system and fund projects. For example, I went to a fundraiser for an Islamic school. Big men came, but not a single one donated a Kobo, not even a pledge because they may be asked where they got the money from. “So, there is fright, and this is hurtful to the economy. The war on corruption should purely be a law and order issue. Right now, if EFCC invites someone, the next day it is in the newspapers. “The damage this kind of thing causes to people’s reputation is very severe, especially if they are found to be innocent.”

Editor’s note: President Muhammadu Buhari while in London has addressed the issue of Fulani herdsmen attacks, saying that militants are of foreign origin. Idowu Akinlotan of The Nation shares his views on why Nigeria is facing its worst moment of angst since the civil war. The herdsmen troubling Nigeria were of foreign origin After few public officials, especially the Inspector General of Police (IGP), Solomon Arase, had suggested that the herdsmen troubling Nigeria were of foreign origin, President Muhammadu Buhari has in far away London finally succinctly addressed the matter. The herdsmen are indeed foreigners, he said, and those responsible for pillaging communities would not go unpunished. No one complains any longer that the president addresses salient national issues during his foreign trips. Perhaps the ambience is responsible. Neither Mr Arase, who has vigorously defended the thesis, nor the president, who has just latched on to the strange idea, has presented incontrovertible proofs showing how foreign attackers could penetrate Nigeria so deeply with foreign cattle unchallenged, knew the terrain so well, and had such lasting disagreements with many local communities that their famed ‘long memory’ prompted them to unimaginable bestiality. READ ALSO: Are we all Biafrans? This sad and inconsistent thesis is compounded by the president’s intriguing response in Katsina to the issue of herdsmen trouble and agitation for Biafra. Speaking at the Emir of Katsina’s palace during his last visit to the state, the president seemed to find a tenuous link between the herdsmen crisis and the Biafra agitation. He said: “I always say the civil war was fought for the unity of Nigeria because then we hadn’t even discovered oil, let alone enjoy it. But two million people were killed. The way the Sahara is advancing, with Boko Haram, growing number of people, and uncertainty over rainfall, in a land where we fought civil war leading to the death of about two million, for someone to just say he will chase us out? So where do we go?” It is not clear whether the president was misquoted. If he was not, he should like to clarify who the ‘us’ are that Biafra agitators want to chase out. Was it the rest of Nigeria? That would be untenable. Was it herdsmen or people living in the Sahelian belt? It was no doubt a curious and worrisome statement to make. Fulani think like a transnational people operating like musketeers So far, the herdsmen problem has assumed terrifying dimension only because government officials have demonstrated incompetence or conflict of interest. They claim the herdsmen are foreigners, and attribute their arms to the crises in Mali and Libya. Yet, leaders of cattle rearers associations in parts of Nigeria have owned up to fomenting reprisal attacks on the grounds that local populations and angry farmers provoked them. This was clearly the case in Agatu local government area of Benue state where herdsmen recently sacked many farming communities. What is also clear from the statements of the herdsmen is that the Fulani think like a transnational people operating like musketeers. An attack against one is an attack against all. They may come to one another’s aid; but it does not absolve local herdsmen of blame and responsibility. It is reckless and preposterous for any Nigerian official to make claims that even local herdsmen find ludicrous and specious. Handling the Biafra problem As if the trouble from herdsmen is not enough, it is mystifying that the president is inexpertly handling the Biafra problem as well. Regardless of this column’s opinion of Biafra, he has repeatedly counselled that Biafra is an idea that cannot be crushed because of its location in the minds of its adherents. To tackle it would require much more than diatribe, threats and federal might. If Biafra military campaign were to be triggered today, its militants are unlikely to engage in open and direct confrontation. Its proponents would embark on the Iraqi, Afghanistan and guerilla-type of campaigns. It would be a cruel and unwindable war. Is that the road Nigerian leaders want to impulsively travel? The problem is that there was no closure to the civil war. No amount of blackmail to the Igbo young who were not born before the war will eradicate the idea of Biafra until the country restructures and finds a closure to the recurring nightmare. READ ALSO: Panic as Fulani herdsmen invade another village, kill 12 And just as the whole country had transformed into a seething cauldron of troubles, the government caps the crises with a hike in fuel price from N86.50/l to N145/l. They’ll probably get away with it, and the unions, which are angling for negotiations, will have an ineffectual response. The economic imperatives on the ground do not favour the sustenance of former price regimes and paradigms. But what if the naira further plunges in value and crude oil prices begin to rise strongly? Can anyone guarantee there would be no further rise in prices of fuel and other goods? No one trusts the government to embark on a scientific and systematic response to the expected pauperisation of the people, whether the response comes in terms of palliatives or in terms of organised economic measures to shore up wages and employment. There is no history of that kind of salutary response in these parts. And it is not clear whether this government, which is groaning under old and retrogressive political and economic paradigms, can unleash the creative potential within all Nigerians. Nigeria is facing its worst moment of angst since the civil war. The problems are multifarious and spreading, but the language of the federal government is disturbingly full of threats and violence, making it hard for them to summon the honesty, ingenuity and realism needed to successfully tackle a problem poised to get worse in the coming months and years.
